I have some concerns

Timeline: After the Briefs & Prior to Bright Ideas


[Deck 14 - CIO's Office]

The fact that she was being treated like a prisoner was starting to really get to Cortez and she didn't know who to turn to about it, as she knew that trying to talk any sense into Stevens would just result in him being a pompous ass and making it all about himself. The feeling of being so restricted that she wasn't able to go anywhere or do anything was starting to make her feel claustrophobic. Hopefully talking to someone about it would get some things set in motion for the better.

Even though the upcoming mission was probably on his mind like it was hers and everyone else's, hopefully he wasn't too busy to see her. Stepping into his office, Eira smiled a bit to see Jinn at his desk, "Hey, are you free for a bit to have a chat?"

"Lieutenant Cortez, of course, please come in and have a seat," Jinn replied, standing and motioning to the chairs in front of his desk.

Jinn had been going over the Intel that Starfleet had on Canterra. None of it was very up-to-date since the Gorn had invaded, but he still wanted to know about the planet to which they were currently enroute.

"Thanks," She took the offered seat and crossed one leg over the other, figuring she was going to be here a little while, "So. I have some concerns that I don't know if you're going to be able to help me with or not, and they're in relation to my living arrangements. Even if you can just listen to me rant on for a bit, that would be awesome." A small laugh came out.

"Ah yes," Jinn replied. "I've heard and remain confused about all that, so feel free."

"I can't deal with living with Stevens any more. He makes it a point to let me know I'm a prisoner, to be honest, and I'm over it - I need out."

Jinn sighed. "Technically, aren't you a prisoner, Lieutenant? You're under house arrest. You committed mutiny against your Captain. While I'm still not clear on the terms of that arrest, as you seem to be free to go on missions and move around the ship freely, technically you ARE a prisoner."

He stopped and furrow his brow. "Now... I may be digging a bit deeper than I should here, but I feel like there's more to it. You're giving off some pretty intense emotions right now that don't entirely feel relate to being a prisoner. Care to elaborate?"

"You tell me what the terms of the house arrest are, and then we'll both know." She responded pointedly, add, "I have to clear every single thing I do through him, even if it's just going to the mess hall to get some damn food. I feel uncomfortable in every sense of the word being there, and I miss being alone. And the worst part is that he is trying to blackmail me into acting as his girlfriend or wife or whatever if he goes back home to see his parents, and if I don't go along with it, apparently I'm going to be sent to the brig. To be honest, the brig is sounding better and better all the time, at least I'd be alone again."

As Cortez started, Jinn was about to interrupt to explain that she was essentially describing the terms of house arrest perfectly until she got to the blackmail. He raised an eyebrow.

"Are you serious?" he asked, incredulously. "He's forcing you to pretend to be his girlfriend? That's a disturbing abuse of power. While I don't necessarily agree with the rest, it sort of fits a house arrest situation. But this... This is inappropriate behaviour by every definition. Have you spoken to the Captain about this?"

She took a breath, "Not as of yet. I wanted to get someone else's opinion on the situation before I went straight to him. What do you think I should do?"

"That's borderline sexual harassment, at worst," Jinn replied. "But even at its best, it's a gross abuse of power and needs to be stopped. As I'm your department head, I feel it is my duty to speak to the Captain about this."

"Thank you." Her tone was really grateful.

Akio raised an eyebrow, =/\=I am in my ready room, Lieutenant.=/\=

=/\= "I'll be there as well." =/\= Juan added, setting off for deck 1.

=/\=We'll meet you there,=/\= Jinn replied, he then turned to Cortez. "Shall we?"

Cortez nodded, "Yep"

[Deck 1 - Captain's Ready Room]

"Thank you for seeing us on such short notice, sir," Jinn began. He and Cortez had arrived at the Captain's Ready Room in short order. "I'll get right to the point, as I imagine we're all fairly busy leading up to the invasion."

Akio nodded and looked at Zamora who had taken up a post in the corner of the ready room.

He looked to Cortez, then back to the Captain. "This pertains to Lieutenant Cortez's house arrest situation and how it is unacceptable in its current iteration. I will preface this with an acknowledgement that, at present time, this is based on unproven allegations, however it was a simple matter of a quick telepathic scan of Lieutenant Cortez to confirm she is telling the truth. I believe her, sirs. If it's alright with you, Captain, I'll allow the Lieutenant to explain herself?"

"Allegations?" Akio was surprised. "Yes, please," he said turning to Cortez.

"As you're aware," she began, clasping her hands behind her back, "My current living situation involves me living in shared quarters with the Chief of Security, Harry Stevens. While I understand the terms and conditions of what exactly house arrest means, I believe he is abusing his power of authority."

"I know that I am to clear things through him if I want to do something that doesn't pertain to either the current mission or basic needs, but to feel more of a prisoner than need be and to be blackmailed by him is ridiculous."

"Blackmail?" Akio raised an eyebrow.

"I've been told in no uncertain terms by Mr. Stevens that I am to cooperate by acting as his wife or girlfriend, whichever he decides, when we go on shore leave next and meet his parents and not 'act up' or he apparently has the authority to throw me into the brig without any hesitation." Cortez moved the hair out of her eyes that had fallen down. "I don't feel comfortable enough being there any more, and I'm respectfully requesting a reassignment of quarters."

"This is all... troubling," Akio said as he looked at Zamora. "I have been awaiting a report about the allegations against you. Yet in light of recent events, it is clear your mutinous actions were blackmail in themselves. You are removed from house arrest, Ms. Cortez and we will look into these allegations. Is there anything else?" Akio asked, trying to keep his temper in line.

For now Juan simply listened waiting to hear if there were any more revelations to be made.

“At this point in time, sirs, there is nothing else I am aware of.” She shook her head then looked between all three of them.

"Very well, Ms. Cortez. You are dismissed," Akio said.

"Thank you, Captain." She nodded politely and turned to Jinn, "I'll be in one of the Intelligence Offices if you or anyone need me." Then she left them to keep talking.

Akio was relieved she understood they needed to discuss. One of the responsibilities of rank...

Akio carefully stood up and stared out the window. He had specifically warned Stevens not to get cute with the arrangement.

"Well, gentlemen... thoughts? Mr. Tevran's abilities notwithstanding, if I had not known about the blackmail against Cortez, I would say she is full of it, yet her honesty so far has been unquestioned. From my observations of the young Security Lieutenant, it certainly sounds plausible," Akio thought aloud.

"When she first approached me with this, I imagined she was just railing against her circumstances," Jinn said, frowning. "I never necessarily understood the house arrest arrangement, but I had no idea the depths to which our Chief of Security was abusing his authority over her. I don't know Lt. Stevens as well as either of you, but this is... Fairly disturbing behaviour."

"And, as the captain said, disconcertingly plausible," Juan commented. "This comes with the added injury of placing an unwelcome mark on our record at a time when we are in real need of greater support and transparency from Starfleet. Perhaps it won't tip the scales against us, but if operations at Canterra go poorly..." he trailed off, feeling that made his point well enough.

Akio rubbed the bridge of his nose and sighed before turning back to Jinn and Zamora.

"The house arrest arrangement was the suggestion of Mr. Stevens. I specifically warned him to avoid any perception of such impropriety. I am not sure if disturbing quite fits, yet certainly inappropriate."

Jinn raised an eyebrow. "He suggested the arrangement? And then proceeded to grossly abuse his authority and blackmail a prisoner, and fellow officer, into an inappropriate relationship? Respectfully, if that isn't disturbing, I don't know what is, sir."

Akio took a sip of tea, before gesturing to the XO.

"Mr. Zamora, I am directing you to open a command directed investigation. Please appoint an investigating officer higher than Lieutenant Junior Grade outside of Tactical/Security and Intelligence. I expect a report within a week. This is just the type of distraction we do not need during a war."

"Of course sir, I shall see to it," Juan assented, knitting his brows together as he began to consider the problem. Lieutenants Cassidy And Kosu, probably weren't suited to such work, nor were Taltos, and Aldana. He didn't want to take T'Lara from sickbay, even if she turned out to have the needed skills, which left Commander Tolkath as the obvious choice.

"I will ensure that Lieutenant Cortez fully complies with the investigation, sirs," Jinn stated. "But with all due respect, sirs, I don't want that man going anywhere near Lieutenant Cortez between now and then, aside from when their duties dictate it."

Jinn had gone on missions with people reporting to him, but they'd always been one-offs. He had never had a situation where he had people under his responsibility long-term. The protectiveness he was displaying surprised even him, but this was a situation that seemed to call for it.

"I do not think we need to go that far to issue a protective order. All we have so far is an uncomfortable living arrangement, which we have fixed, and allegations of threats for non-compliance of Ms. Cortez acting as Mr. Stevens's boyfriend on shore leave? Am I missing something about potential danger to Ms. Cortez?" Akio asked.

"Sir, he's the Chief of Security," Jinn replied. "SECURITY. His job is to protect the crew on this ship. Lieutenant Cortez felt so uncomfortable and threatened by this blatant abuse of authority that she came to me, someone who has been her department head for all of 5 minutes."

Jinn rubbed the bridge of his nose. "I'm not asking to put a restraining order on the Lieutenant. In the spirit of keeping this investigation neutral and untampered though, I do believe that the accuser and the accused should be kept separate for the duration. Lieutenant Stevens already displayed one awful lapse in judgement when it comes to Lieutenant Cortez and until he's cleared, I'd rather not give him the opportunity to commit another."

"Then a no-contact order will be issued against both of them," Akio replied evenly. "Dismissed gentlemen. I expect a report on my desk in 7 days, number one."
